Script command to open file

I occasionally get error messages from scripts that open a file. It appears to get stuck resolving the path. I kept making the time interval longer but it didn't seem to make a difference. Suggestions?
i.e. ^!Keyboard CTRL+O &600 #d:\Websites\Archive\xxx.html# ENTER

I've no idea what the problem is here. I do it differently:

^!Open "E:\Temp\00A.htm"

or

^!Open

or

or

^!Set %tmpf%="^$ExpandEnv("%temp%")$\00A.CSV"

or

^$GetRegValue(HKEY_LOCAL_MACHINE\Software\MiKTeX.org\MiKTeX\2.6\Core:CommonConfig)$\config\packages.ini

or

^!Open ^$GetTemplatePath$myLetter.tpl

or

^!Set %vFIL%=^$GetDocName$
^!Open ^$GetPath(^%vFIL%)$^$GetName(^%vFIL%)$.log


I only use ^!Keyboard as a last resort, when there really is no genuine
clip command for the task. That said, when I do use it, it has so far been
reliable.

Thank you for the correct command to open a file.
When I use this to open a folder to choose a file: ^!Keyboard CTRL+O &500 #D:\Save\...\...\...\...# ENTER
I sometimes get an error with the path missing the first letter or two (:\Save\...) The delay doesn't seem to make a difference.
